I'm a little confused where you got this from: "Why are they raising so little is the interesting part....50 per cent of last time..."
If I read the last year's ann's, they stated: "On 10 August 2020, Xanadu Mines announced a two tranche placement of 266,666,667 ordinary shares to raise $12,000,000 at $0.045 per fully paid ordinary share" - Tranche 1 raised $5,569,930 via the issue of 123,776,228 New Shares - Tranche 2 raised $6,430,070 via the issue of 142,890,439 New Shares
If @AbsurdSisyphus is right "Placement is to raise $10.2m at .062 cents" plus approximately $1.39m for Sell Down Shares will according to my modest reckoning be roughly $11,6m, not far away from last year's placement of $12m, I guess.
