I appreciate there would be logistical challenges in rapid testing of travellers, and significant costs associated with the testing.
However as is discussed in podcast for IATA “Air Travel and COVID-19”, opening up the borders is necessary for many reasons (including commerce, tourism, education to mention but a few). The costs associated should be seen as an investment in maintaining these parts of our economy / and overall our standard of living.
If our international borders are better tested for people arriving and departing I see this as an essential part of minimising risk of the spread of COVID-19 (interstate travel not a concern if international borders are tightened).
Regarding the logistics of testing all international travellers, one remedy could be a more even spread of departures and arrivals throughout the day.
