There is a set price for the offer. In this car it is 26 cents. The term "Bids" refers to how many shares each client bids for. It looks like in this case the bids were scaled back by 90%.
So if client bid for $100k of stock they would have only received $10,000. The book closed yesterday due to the high demand...
