May is Mental Health Awareness Month in the US. With a proclamation by the US president, a VA announcement to promote its campaign to coincide is my bet:

Also, we know from previous announcements the IBM/Total Brain contract with the VA includes initial roll-out with provisions for expansion (up to US$17m) plus incremental ARR for new features not included in the cap (e.g. HRV, etc.) - this certain fits the bill as “non binding material commercial contract”.
