What if it is not in fact IBM/VA? This wording has me perplexed, I'd have though different wording if it was IBM and TTB. So perhaps 1) a bid fo the TTB business (unlikely) or some other win than IBM (that would be new to the market) and perhaps explains why no CR and the cryptic language in the 4C.
