I think its your good old fashion cap raise when not needed. RAC is good for them.
It'll be spun in a way that it means they're funded for all trials, etc and won't be reliant on an early partnership.
As always with my thoughts, the question begs if the product is so good why raise now and not in 3 mths when Israel will hopefully have positive results and SP is $5+.
