If one has to prepare a complex document and its a public holiday I would take this approach. But also, if this is as good as it gets then releasing at say noon on a public holiday denies all the slower WA people from a chance to read the Annct and act on it ( as they may be unaware.)
I’d go with complex though, and remember, the US is mixed up in this now so time zones matter.
