However, the fact that they are almost definitely going to scale back everyone's purchase due to $5m limit means that I would want to commit the full $30k to make sure I get a decent amount after scale-back. While I am happy to have $30k floating around in the aether for a week or 2, I can't afford to have that much money out of my account for 8-10 weeks (until the shares are issued and I get the rest back as a cheque).

As such, I'd like to wait as late as possible to commit my $30k, but don't want to run the risk of them closing it early and missing out.

Any thoughts to help with this quandary would be much appreciated.

Your quandary is mine also too my friend! My Crystal ball is unavailable, away on maintenance services!
So no easy solution there! I am afraid!
I just wait it out, and if missing out then be it!
There will be plenty more Cap raise events on the horizon…..
