Wording in that AFR article is SPP not rights issue, however can't rule out a proportionate RI.
Typically for SPPs of this nature there are several allotment sizes people can apply for, regardless of the size of existing holding... likely up to $30k.
There are several methods that a company can elect to apply in the event of an oversubscription, but in this case my gut tells me SYA will not scale back and instead exceed the $5m if need be.
