It is quite common for delays just before a TH is lifted. It has to do with the details in the ann, to ensure full and timely disclosure.

If an agreement can't be reached the Company asks for VS which extends the TH and bids and offers are purged.

If there is a serious breach of listing rules ASX can impose suspension, which is not voluntary. We must be getting close to the time limit !!

It seems clear to me the CR has extra terms involved, maybe some which Company and/or investors want withheld perhaps quoting confidential negotiation.
Once again I say this looks like a big step forward for LCL, we of the great unwashed shall wait and see.
