Hi Skinman,
No you have not misread the announcement but the equity side has already been taken care of via the cash payment (which was from the previous raising) for the $1M mining services co and the $150k towards the station. The remaining $2.8M will be the debt component so there is no further requirement for equity to be issued for this transaction.
