I would tend to agree jnene.
Timing is such that an EPA announcement may hit on Monday and so the Company may have been given the heads-up on the impending EPA announcement (whatever that announcement looks like) and the Coy cannot make an announcement until the EPA puts out their announcement.
However this could be entirely the wrong thinking and it could be rail and port agreements.
