This announcement was never going to be a transaction. Its clearly obvious that their goal has been making the MB chip on industry equipment (IMEC platform) and in doing so produce a fully transferable production process.
This needs to be completed first, then the data set from the MB chips allows potential interested parties to make informed decisions. i.e. negotiations/discussions get real.
Assuming they have done so here, it gives the company 4.5 months to get a transaction complete and meet their 2021 objective, if it spills over into 2022 a little bit, no big deal.
