Given that it's an announcement on the third non-platform lot and the second platform lot, I'd expect the current SP to become the new floor price assuming that something didn't go horribly wrong with either of these lots.
As others have pointed out, the real action is likely to commence once a commercial deal is announced. This still appears to be a little while away yet. In context it's no biggie; 4DS have been working on this for about a decade now, a few extra months won't kill anyone.
