Just relates to 2 trading days to settle transaction after selling i.e. to get your money, but most trading accounts still let you buy and sell just not let you cash out to a bank account until 2 days are settled.
You can sometimes see unusual trading a few days before a public holiday etc as people want their cash out and settled to spend.
