Yep we have been well aware of this "different" project for more than a year now:

Therefore.... common sense would tell you either one of two scenarios happened 1) They took all this time to get the "deal" for the "other" onshore/offshore projects. or 2) They were waiting for PEP-11's NOPTA announcement, and they have given up waiting.
