Hello John,
You are trying to make this SPP to complicated. If you were an existing shareholder on the date specified you are eligible. You can apply for up to $30,000 worth of shares. Usually minimum of $2,500. Thats it.
You pay for whatever you apply for. If there is an over subscription you will get less shares and be given a refund. This is the basic SPP.
Now sometimes you will be offered an attaching free option per share that you buy,not in this case.
