People read way too much into "timing announcements" to suit the share price. The simple fact is it's illegal. Announcements can not be withheld to a later date in an effort to bump up the share price.
They must be disclosed as soon as it is practicable - ie. As soon an official statement regarding the announcement can be released to the public. If such a statement cannot be made in a timely manner then the company is placed into a trading halt. Such is the case now.
