Look at it from the BNL management point of view - they weighed 5.7 cents of real money presumably as good as in the bank today against whatever they think might work well for a future SPP (at best maybe 6.0 ?) and then subtract the time delay, cost and general discontent generated by a SPP (they're almost never popular - even when over-subscribed people manage to bitch about having to fork out $ in advance they don't get because of scale-back).
Icing on the cake is this CR doesn't even need insuring since it was obviously a done deal, ready-to-go on grant of permit as suggested by baku earlier in Post #: 57135303
