TH is on the basis that information at hand is sensitive and can be positive, negative, or neutral.
Given PAR have said they are having regulatory consultants review, this would imply more people will have access to whatever the information is, and therefore, more chance of information leaking...anther reason a TH is required IMHO.
My opinion? It's a coin toss... DYOR. GLTAH.
