The company can't just tell the market - "Bonza, we're on dudes!". Just as I'm sure the FDA didn't send a one line email to PAR of "Yeh go on, we're cool with it". If the response is positive, which at this stage I assume it is, these are complex responses that require a proper presentation to market so all are fully informed. That's why they pay consultants. Many bios have been burnt by not undertaking this process with proper diligence.
