There are instos that want in for $20M but RAC isn't giving in to them at the moment IMHO. This raise is in favour of small retail holders.
I kicked in at $3 in May and, now, 6 months later, retail can get in at the same price when the opportunity is significantly larger and significantly de-risked.
It's dilutive for the insiders (who designed the raise, so thanks are due to go to them), accretive for small retail, and one could argue a bit of a kick in the goolies for Bill
