Not necessarily. I own both ORR and PEK, both who are waiting for formal signing of their mining licenses. I think ORR may have some news from their application, whereas PEK know about the signing ceremony, but have no update as to whether their SML has been approved.
The fact that there is a signing ceremony planned for a weeks time for various mining agreements, i think one can make an inference that it is likely that approval is on the horizon.
