    If you are correct in that part of the raise is for long lead items then the Mining Licence is assured.
    As why comitt $25 million without the licence signed sealed and delivered.
    perhaps it is a pre condition set by the DRC ?
    in awarding the licence .
    Any retrace will be short lived it is proven that funds will be used as long lead items.
