Because ML has not be granted as yet, AVZ does not have access to the cash from Cath.
AVZ still wants to acquire the 15% from the DRC government and as part of the ML Dathcom has to pay the DRC government an X amount of money, otherwise the ML will not be granted.
I think AVZ with having the ML in the bag hoped that this was not required, but doing a CR at 65 cents is miles better than at 13 cents.
