Remember the ATM was meant to fund part of the budget used to setup a mRNA ecosystem, and the company must prepare their money as the other part to fully receive government's grant. Therefore a capital raising will be proposed and this needs time to revise the details.
They must have responses prepared but it will need to calculate everything again after knowing the details of ATM.
That's why everything involved with finance will takes a few days to run the legal documents.
