I'm not saying that this halt is for nothing, IMO was to stop people panic selling because IDT didn't get the headline ATM contract and are still obviously waiting on other agreements/news from the government.
The 'in-principle' part of the contract refers to the purchase of land and building planning/approval so yes, they haven't finalised a facility.
