My impression was that the Vic and Fed Govt would smooth the way (likely tax concessions, planning approvals, infrastructure etc), Moderna would be tipping in a lot of money for the build, and the Feds will be committing to buying the vaccine at a price that makes it worth while for Moderna to fund the majority of the build costs.
If you swap IDT for Moderna in the above sentence, then I cannot see how it would compute.
IDT as a AUD115 million mkt cap wouldn't have the funding options that Moderna at USD110 Billion mkt cap has.

Tacked on to that, prior to the election Scomo gets a mRNA manufacturing announcement without significantly adding to the national debt, which means he can save funding announcements (adding to debt) for rorts and pork barreling during the election campaign.
Scomo is only ever interested in the tactics of the short term. Never the long term strategy implications of the deal which is paying premium price per dose to get Moderna manufacturing.
