IDT has fill and finish facilities which I believe are a big part of the cost so they can probably build the rest of the plant needed for mRNA for a lot less than what Moderna will need. IDT could fund that from Fed/State grants, capital raise and debt. But with Moderna the government gets a big name announcement leading into the election.
