Ok my 2 cents worth.
I reckon the word "arrangement" was used because the price is not fixed yet, Or maybe not even the tonnage.
IE. VW signs a binding arrangement to take 30% of all product for first 2 years of production at a price based on 70% of last 3 months of BMX sales prices prior to shipping.
Or a mixture of something above.
That's my spin on the wording anyway.
No matter what it ends up being you can bet it will be good for all shareholders.
