They probably raised as much as they could have at the 18% premium last time, so they took that opportunity.
Rather than holding off and doing a much larger raise later on (now) at what may or may not have been at a lower share price.
It's very well done I think, obviously assuming that this one is a standard raise of around $3-5mil.
