similar environment to USA and Dead sea I am told , main similarity is evaporation rates are all similar , my guess is the Germans designed this plant to complex and difficult to adjust.
I have worked with German and Japanese equipment in the USA , we had steam turbines we had to get Japanese to maintain because we could not fit in , plus their blueprints read right to left , a dogs breakfast apart from GE gas turbines give me a simply designed US machine every time
