I think it would be stupid for them not to renew, it would erode all confidence in investing in their country. However, they (Angola) have control right. So if LOM wasn't upholding its end of the deal (there would be something stipulating that they continue to mine, and explore the licences) then they could be open to having the licences revoked and the government either operating themselves, or finding another party to operate - hence why I say they dont have that much power in negotiating an improvement to the % , not saying it shouldn't happen to improve the economics and appeal of the investment etc as discussed many times before on HC.
