Opti, they only need $2 million in the short term. They might decide to raise the extra cash while the share price is higher but that, in my opinion, is unnecessarily increasing the number of shares on issue. The original decision was to try & raise $10 million but they would have been relatively happy with $3 million as that would have covered requirements.
