Minimum cost of nickel refinery is $1.2 Billion (USD, $1.5 Billion AUD), $460 Million will get a concentrator only. It is not a rocket science.

PBT already have a refinery in Germany (Old one). It makes commercial sense to produce concentrate in Australia and sent for refining to Germany.
