A few things I can see:
1. Last weeks report had explained that they had shown a working example of how the EMI would be used and PIL has been constantly updating App with feedback on what needed to be rectified before it would be granted. It worded very positive and I believe if there was more work to be done prior to being Issued the license it would have been reported back.
2. The Timezone difference may be the reason for the TH, gives time to have an announcement written or other things put into place before they could go public?
I feel that it reads and positive, but let’s wait and see. So many building blocks were laid last quarter, it’s looks like they are ready to ramp up.
