Generally brokers and the company prefer to scale back to drive secondary market demand and/or the perception of scarcity. It’s much better saying the raise/book was oversubscribed rather than just filling it. Kind of counter intuitive in some respects but that’s the way it works - brokers and the company want a strong after market. No one likes it when it falls to or through the CR price. The good news is you can almost fill your boots at 24c so buy on market for the rest of your allocation.

The above primarily applies when capital markets are open for that company eg they can raise debt and/or equity in future of which BKT won’t have any troubles. For companies that desperately need the cash or are lifestyle companies, they will take everything without hesitation.
