This cap raise will not be a bad thing and was to be expected. The grant money would have been applied for on the basis of a big development project and was probably granted on the basis of a big program that would require capital in addition to the grant.
Thats how these things work. Extra capital for expansion and production was a necessary part of progress. It is a positive and not the end of the earth as seen by some.
