Apparently they have been in talks for weeks, so not a morning offer withdrawn in the afternoon.
It may be possible that Appen knew of Telus' intention of not signing NDA before seeing books and leaked the news to the media last night. Then it was all play this morning to reveal company's valuation to the market.
