Are you suggesting they spent a decade to get a MDA for this project without giving a thought on how to fund it?
It is a phased implementation and I have a good idea where the funding for phase 1 is coming from but lets face it you are not interested and just post negative stuff, you probably think thats amusing, it takes all types I guess.
