Considering they issued a gazillion shares to raise $40m or whatever at 6.3c not even 18 months ago, it isn't great to be raising again at an even lower price. More dilution. Considering it has barely been above the previous raise price since, I wouldn't have a lot of confidence.
Probably need to see the finer details though.
