Its just part of the journey to production and sales. Raising now eliminates the risk of raising at a lower price should the market fall after this rally. Probably brought forward a raise for this reason.
Can't see anything wrong with this strategy.
Potential partners will want to see TLG very cashed up before committing. Who would commit with a partner you assess as short on cash.
