The raise will probably be a minimum amount with option to accept over subscription. My guess as well will be well over subscribed but how much they accept above the target raise will show the level of interest.
Most likely needed majority of the funds to complete the $1.3m stage below. The JV partner should be making back payments to EMP in the deal which will to top up the kitty leading in to the drill.
