Yes they have lots of cash and on the surface don't need to do a CR.
I would think an insto wants to buy into Venus because of a particular prospect.
They stitched up a deal with Venus who may have been reluctant to dilute the share registry too cheaply so agreed to a small SI ($4m?).
Then the insto bought more on market.
That would explain the share price jumop before the TH.
If that's right the inso is keen to accumulate more so we may see the SP go for a run.
