Let's see the details of the raise before jumping to misleading statements.

we know there is $16m coming from Govt & Regal. it's just timing which management aren't in control of, especially the Govt funds.

If they raise quickly & safe hands & the proceeds are eventually used to expand the deposit, then I would call it prudent management.

In the AGM notes, you will see an item allowing a cap raise. Most junior mines do this every year to provide themselves with flexibility when the business is growing.
