It is fully funded - my guess is that this is all about CASH FLOW not FUNDS - there is a difference.
Govt money ($6M grant) is always going to be slow as the wheels never turn fast.
A little while ago, posters were whingeing because a deadline was missed because the grant funds hadnt come in - I suspect this is a measure to ensure that there are no more delays and they can get on with their drill program FLAT OUT
