Maybe the problem has been retail holders unwilling to sell and buy the share price up and just holding regardless. And lack of other buyers because management and delays
maybe more shares that are not in retail hands will allow more to be bought and sold the sp up.or they will end up being shorted
.maybe it's just like that other 15 mill for share equity last time.
