not sure a trading halt is positive or negative. Generally it just means the company has in their posession or know of an impending outcome and halt trade...its not bad news = now, good news = TH.
volume would be the normal indicator as insiders generally get the inside scoop. However, nothing particularly telling. I suspect that even if its the endorsement to commence construction, the current legal situation is still unresolved which may dampen any fireworks.
