With all due respect, I knew this maybe a week or two after I saw their initial announcement about their RADI application about 4 years ago. Not sure how much do you follow this threat but we had discussion about the iboa website being down and reinstated.
It even confused all of us when IBA was granted the RADI 2 months ago and we all thought it was IBOA. It was initially started as Project International then they renamed it to IBOA.
