In the context of your original post, it’s very different. You have tried to say they made a mistake, it was an extremely complex plan put together to target all 7 horizons and enter the primary target at the optimal position. They knew they would only tag the outer limit of the 200 horizon, if you take the time to listen to the presentation it’ll be much clearer.
